What is the reduction in council tax for people with low incomes?
The allowance reserved for people with modest incomes is entitled "Special at the base" on the council tax notice.
The special basic allowance can be combined with the general basic allowance and is also decided by the municipality and the intermunicipal authority (except in the overseas departments where it does not exist).
The rate of the abatement must be between 1 and 15% of the average rental value (VLM).
What are the requirements to qualify for the specific basic abatement?
To benefit from the special basic allowance, you must meet 2 conditions:
your reference taxable income should be below the ceiling: £10,988 for 1 unit + £2,934 per additional half unit;
The rental value of your main residence should be less than 130% of the VLM + 10% per dependent (+ 5% for a child in shared custody).
EXAMPLE
A single person with 1 child has an RFR of £12,000.
The gross rental value (GVV) of his home is 3000 and the average rental value is 2600.
He can therefore claim the "Basic Special" allowance because:
its RFR is less than £13,922 (10,988 + 2,934);
The BLV is less than £3640 (2600 x 1.4).
If the municipality has voted a rate of 5%,the "Special basic" allowance is equal to 130.
This is in addition to the 10% allowance for dependents. The net tax base is therefore £2,610 (3,000 - 260 - 130).
What are the conditions that apply to the disabled persons tax abatement?
To benefit from this allowance, the taxpayer or a person living under his roof (from the same tax household or not) must be in one of the following cases:
beneficiary of the PIP (Personal Independence Payment)
beneficiary of the Disability Living Allowance
have a disability that does not allow you to live from your work
hold an access card.
The taxpayer must make the request and support it with supporting documents attached to form 1206 GD-SD.
Which rental value applies to the disabled persons tax exemption?
On the council tax notice, there are 2 rental values namely the gross rental value and the average rental value.
The gross rental value is determined by the use value of the property taxed, assessed according to the area and characteristics of the accommodation.
The average rental value is the average of the gross rental values of the municipality (sum of the rental values divided by the number of premises).
The abatements are calculated on the average rental value and applied to the shares of the council tax going to the municipality (local council)

The allowance for dependents is a mandatory allowance, ie it applies automatically to all persons with dependents on 1 January of the tax year.
What effect do dependents have on the calculation of the disabled person’s tax abatement?
The dependents used for the calculation of the allowance are:

ABATEMENT AMOUNT
The allowance is calculated from the applicable rates and the average rental value (VLM):
Abatement = Rate x VLM
By default, these legal minimum rates apply:
10% for each of the first 2 dependants;
15% for each subsequent dependent.
Higher rates can be decided by the municipality without being able to exceed 10% more (i.e. respectively 20% and 25% maximum).
The allowance is divided by 2 for a child in shared custody.
EXAMPLE
A taxpayer lives in a municipality with an average rental value of £3500. The gross rental value of his home is £5000.
He has 1 dependent: he therefore benefits from a reduction of 10%, i.e. a reduction of £350.
The net tax base then becomes £4650, to which the tax rates will be applied.
